Full professor of constitutional law and Principal Investigator of Rightnets project. Previously, he coordinated local research units of projects of significant national interest (PRIN); he has also participated in European projects and National Research Center (CNR) projects.
He is the author of approximately one hundred and eighty scientific publications, including four monographs, and editor of twelve scientific books. His main research interests concern rights and freedoms, forms of government, normative sources, and regional law. He is part of the editorial board of some scientific journals.
